Backlinking these days is a matter of quality over quantity. Less is better. One good backlink is worth more than 1000 bad ones. You can't have long time rankings with the old spammy techniques, no matter what you say. You have to spam as a professional, not like one that blasts 1000 blog comments in 3 days but one that spends 3 days to build 10 high quality web 2.0 blogs.
Before to give you the step by step let's see how Google values backlinks recently.
1. Relevancy - a backlink from a niche relevant website is worth tons
2. Autorithy - Page Autorithy and Domain Autorithy is huge now, the more backlinks you have from website with high PA and high DA the better (but keep things natural)
3. Unique content - Google doesn't keep or values pages with duplicate content. It's useless to have a backlink from pages with duplicate or spunned content simply because you will have a hard time to index them in Google. And backlinks that are not indexed don't value a dime for your site.
4. Trust Flow - There is a nice metric launched recently by MajesticSEO which indicates the trust flow of a domain. Everything over 20 trustflow is powerful for your rankings, if it's going to have the other factors also, such as relevancy that is going to be a perfect link.
5. PageRank - I see PageRank for two different things. First, only if you care, is to increase your website PR and second, which from my experience is vital to do, is that you need to make the backlink profile look natural. By making it look natural means the PR of websites that link to you need to be like a pyramid (more PR0 < less PR1 < less PR2 < less PR3 < less PR4, you get it I hope.)
6. No-Follow/Do-Follow - again this can be seen as a way to diversify your backlink profile. Besides that Do-Follow links have still a good power on your backlink campaigns (so means that you need to get these), No-Follow ones can get you just to make the backlink profile look natural - No-Follow for link juice or ranking is useless.
7. EDU and GOV backlinks - These are still worth a lot, but of course I'm not talking about the spammy comments from EDU blogs. If you have a way for getting a blog post from a edu domain or a profile link from a gov domain it will skyrocket your website.
There are a few more things but I made sure I have included the most important ones.
